Numbers starting with 9 are not SSNs, but the IRS uses them for other taxpayer numbers: ITINs have 50–65, 70–88, 90–92 or 94–99 as the middle digits, and adoption taxpayer numbers (ATINs) have 93. Since June 2011 the Social Security Administration assigns SSNs at random, so the first three digits no longer show which state issued a number.
Why there is no test generator
The US has no reserved range for test SSNs. Any number that passes these checks could be issued to a real person, and numbers starting with 9 can be real people's ITINs. The SSA sets aside 987-65-4320 to 987-65-4329 for use in advertisements, but those fall inside the ITIN format too. For test data, use numbers your system treats as invalid on purpose, such as area 000, and make sure they never reach a real tax or payroll system.
